TUSCANY
HOMEOWNER ALERT -- OFF-LEASH DOGS ON TRAILS Posted 10/30/2007
Tuscany Home Owners Association is
responsible for maintaining the Tuscany nature and equestrian trails for
public King County use. Trails are public property under the
jurisdiction of King County.
Over the past several
months, Tuscany HOA has been made aware of several incidents where users
of our trails have encountered off-leashed dogs (without owners present)
who attacked user’s pets or charged and harassed horses and their
riders.
What King County
states re: Leash Laws
“In general, the leash
laws are in effect in all urban areas in King County. It doesn’t matter
whether the urban area is part of a city or in unincorporated King
County, the leash laws apply. Urban areas are defined as lot sizes of
15,000 square feet or smaller. The leash laws are not in effect in the
rural areas of King County. In those areas, the dogs must be under voice
control.
King County Animal Care and Control
provides animal control services and enforcement for all of
unincorporated King County and
contracting cities. Regulations for unincorporated King County are
set out in
King County Code - Title 11 (a copy of the Title 11
document has also been placed under the
Documents section of the site). Under Title 11.08 certain areas
have been designated as Dog Control Zones. Tuscany is not currently
listed as a designated Dog Control Zone. Owners must ensure that dogs
are not allowed to “run at large”. Owners must keep dogs “under
control”
"Running at large"
means to be off the premises of the owner and not under the control of
the owner, or competent person authorized by the owner, either by leash,
verbal voice or signal control.
"Under control" means
the animal is either under competent voice control or competent signal
control, or both, so as to be restrained from approaching any bystander
or other animal and from causing or being the cause of physical property
damage when off a leash or off the premises of the owner.
